DECLARATION OF INTENT FOR THE CONSTRUCTION OF A NEW REPUBLIC
The time has come, to choose a new road, to change direction, to opt for a
new political and administrative architecture Towards the New Republic.
The structure, governance and function of public and private institutions
determines how society works. Therefore, upon announcing my Candi-
dature for 2018 Presidential Elections, and drawing from governance ex-
perience, particularly as Chairperson of Eminent Persons’ Panel of the
African Peer Review Mechanism (APRM), I instructed a group of nation-
al, regional experts to assess the structure, governance and function of
Cameroon public and private institutions following the APRM process, a
mechanism for monitoring performance in governance for Africa Union
(AU) Member States.
APRM fosters the adoption of policies, values, standards and practices
of political and economic governance that lead to political stability, accelerated sub-regional and continental economic integration, economic
growth and sustainable development.
The APRM Experts have complet-
ed their country assessment under all four APRM pillars:
1.Democracy And Political Governance;
3.Economic Governance and Management; and
Pending final consolidation, translation and publication of the APRM
Report, the experts have summarized their key findings and recommen-
dations, which I share. These show that: To transform this country, re-
form of public institutions is insufficient and simple changing these pub-
lic institutions alone is no longer and option. Sadly, this is indeed what
we have long been done before now – it is putting plaster on a wooden leg
by simply enacting new laws, numerous new decrees that pile up, without
the State changing. The New Republic must put “new wine in new wine
skins” by creating institutions that guarantee transparency, accountabil-
ity, serve all Cameroonians and ensure their education and well-being.
This booklet provides summaries of sample projects, which the New Re-
public will initiate during the first month of getting into office in response
to APRM Findings and to commence implementation of APRM Experts
recommendations. For the avoidance of doubt, this is not a manifesto. It
is not the New Republic Programme. The complete programme will be
in a manifesto, will be published in due course and available to anybody
who desires it. The purpose of sharing these sample projects is to allow
citizens, particularly youths and women to engage with the development
of the New republic at the outset and to start thinking what we can do for
the New Republic, before what the New Republic can do for us.
